Ghana Link Denies Claims That ICUMS Caused Fuel Shortages

Ghana Link Network Services Ltd. has dismissed claims that the Integrated Customs Management System (ICUMS) was responsible for recent fuel supply disruptions reported by some Oil Marketing Companies (OMCs).

The statement follows assertions from certain OMCs, including state-owned GOIL PLC and private operator Star Oil Ghana, that technical challenges with the ICUMS platform prevented them from clearing fuel at ports and lifting petroleum products from depots.

In a statement issued on March 9, 2026, Ghana Link described reports suggesting that the ICUMS platform had been down since March 6 as “false, misleading, and wholly without basis.” The company affirmed that the platform remained fully operational throughout the period in question, with no outages experienced.

“The ICUMS platform has remained fully operational, including throughout the period referenced in the said statement. At no point has the system suffered any outage of the nature being alleged,” Ghana Link stated, adding that transactions and stakeholder activities continued without interruption.

Following the allegations, Ghana Link engaged in internal monitoring and stakeholder consultations and contacted the National Petroleum Authority to verify the situation.
