President John Dramani Mahama has directed the Ministry of Energy and Green Transition, together with the Board and management of the Tema Oil Refinery (TOR), to develop a strategic roadmap to expand the refinery’s production capacity to 100,000 barrels of crude oil per day.
The directive was announced during the commissioning of TOR’s refurbished facilities at the Tema Industrial Enclave on Saturday, August 1, where the refinery also celebrated the successful processing of one million barrels of locally produced Jubilee Field Medium Sweet Crude into finished petroleum products.
The President said the expansion forms part of government’s broader strategy to strengthen Ghana’s energy security, reduce dependence on imported petroleum products and position the country as West Africa’s leading petroleum refining, storage and logistics hub.
He stressed that the vision for TOR goes beyond restoring operations, with government aiming to make the refinery more efficient, commercially competitive and financially sustainable.
As part of the plan, government also intends to upgrade the refinery’s Single Buoy Mooring infrastructure, undertake institutional reforms to insulate TOR from political interference and support the implementation of the 24-Hour Economy policy through incentives, including tax relief, favourable energy tariffs and duty-free importation of capital equipment for plant expansion.
The President said the refinery’s expansion will support industrialisation, create jobs, boost exports under the African Continental Free Trade Area and strengthen Ghana’s position in the regional petroleum value chain.
