
Edmond Kombat, the Acting Managing Director of Tema Oil Refinery (TOR), has shared a comprehensive revival roadmap for the facility, which boasts a competitive production capacity of 45,000 barrels per stream day (bpsd). Speaking at the Ghana-China Business Summit in Accra on June 26, 2025, Kombat emphasized TOR’s strategic importance in Ghana’s energy sector compared to newer private refineries.
He announced plans for the rehabilitation of the Crude Distillation Unit (CDU) and the Residue Fluid Catalytic Cracking Unit (RFCC), alongside critical maintenance of pipelines to enhance the loading gantry. With a storage capacity of 1 million barrels, TOR is also exploring the installation of modern machinery to potentially double its production capacity, ensuring it meets Ghana’s future energy demands.
Kombat highlighted the importance of these initiatives in repositioning TOR as a key player in the downstream petroleum and petrochemical industry. He called for strategic partnerships with both local and international investors to support the refinery’s revival, which he believes will enhance national energy security, stabilize prices, alleviate foreign exchange pressures, and create much-needed jobs.
Linking the revival efforts to the government’s 24-Hour Economy Policy, he stated that an efficient and fully operational refinery would serve as a crucial pillar for industrial growth and economic resilience in Ghana.
