
Ghana’s Minister of Energy and Green Transition, Hon. John Abdulai Jinapor, has met with senior management of the state-owned Tema Oil Refinery (TOR) in Accra to review its 2025 performance and outline strategic priorities for 2026 and beyond. The meeting, held as part of ongoing sector oversight, focused on evaluating operational progress and aligning on measures to improve efficiency, governance and financial sustainability at the refinery.
In a Facebook post on Monday, Jan. 19, 2026, Hon. Jinapor said the engagement was aimed at positioning TOR to deliver stronger outcomes in productivity, financial discipline and long-term value creation. He praised TOR Managing Director Mr. Edmond Kombat and his management team for what he described as strong and transformational leadership amid challenges inherited by the current administration.
According to the minister, the team’s resilience and focus were beginning to yield encouraging results, laying a foundation for the refinery’s recovery. Hon. Jinapor said the government remained committed to supporting TOR’s turnaround, stressing that sustained reforms were critical to restoring competitiveness and strengthening Ghana’s energy security.
