Effective Collaboration Crucial to Plugging Oil and Gas Leakages – PHDC Deputy CEO

At the maiden Oil and Gas Measurement Summit held on Wednesday, July 2, 2025, in Ghana, the Deputy Chief Executive Officer of Operations and Technical Services at the Petroleum Hub Development Corporation (PHDC), Onasis Rosely, emphasized the need for national policy alignment and strong collaboration among industry players.

Rosely highlighted that systemic leakages in Ghana’s oil and gas sector can only be addressed through efficient metering systems, calling on stakeholders to prioritize accurate measurement as a key to maximizing revenue and ensuring transparency.

He warned that inconsistent metering practices not only cause significant financial losses but also undermine regulatory credibility and public trust—problems Ghana cannot afford as it seeks energy security and industrial growth.

In his keynote speech, Rosely stated that solving these challenges requires more than technological upgrades—it demands unified policies, ongoing capacity building, and collaborative regulatory oversight.

He urged regulators, investors, and operators to embrace a shared standard of measurement—one that is consistent, verified, and internationally trusted—to strengthen the sector’s efficiency.

Rosely further stressed that insights shared during the summit on topics like metering infrastructure, data integration, and calibration must be translated into actionable policies and training programs.

Representing PHDC, he reaffirmed the Corporation’s dedication to installing metering systems that adhere to global standards as part of the broader Petroleum Hub project.

Rosely reiterated PHDC’s vision to transform Ghana into a leading petroleum and petrochemical hub, a goal that hinges on precise measurement and equitable value exchange.

He noted that building physical infrastructure—refineries, pipelines, and ports—must go hand-in-hand with implementing reliable metering frameworks and skilled expertise.

The summit drew participation from high-level figures including Hon. Emmanuel Kwasi Bedzrah, Chairman of the Parliamentary Select Committee on Energy, and other key stakeholders from Ghana’s oil and gas industry.
