TOR MD Edmond Kombat Recognised for Transformational Leadership at Ghana CEOs Summit

Tema Oil Refinery Managing Director, Edmond Kombat, has been honoured for his transformational leadership at the 10th Ghana CEOs Summit held at the Kempinski Hotel in Accra.

The award was presented by the Ghana CEOs Network in collaboration with University of Ghana, PwC, Ernst & Young, Deloitte, Ghana Investment Promotion Centre, and Margins Group.

According to the citation, Mr. Kombat was recognised for his exceptional leadership, strategic direction, and commitment to driving operational excellence and transformation at TOR in support of Ghana’s petroleum and energy sector.

The recognition follows a major operational milestone achieved by the refinery after it recently received about one million barrels of Bonga crude oil aboard the MT Cap Felix in Tema.

The crude shipment was purchased from Shell and supplied through TOR’s tolling partner, Triangle Commodities Trading, as part of ongoing efforts to revive refinery operations and strengthen petroleum product supply in Ghana.

H.E John Dramani Mahama attended the summit as Special Guest of Honour and delivered the keynote address.

Mr. Kombat assumed office about a year ago and has since led efforts to restore operations at the refinery, which had struggled with mounting debt and remained largely inactive for more than six years.

TOR resumed crude oil refining operations in late December 2025 following extensive maintenance works aimed at restoring production capacity.

Established in 1963, Tema Oil Refinery (TOR) remains Ghana’s only oil refinery and continues to play an important role in the country’s downstream petroleum industry.

Over the years, the refinery has faced several operational setbacks, including maintenance challenges, financing constraints, and crude oil supply difficulties.

Management says ongoing revitalisation measures are focused on restoring full operational capacity, improving efficiency, and repositioning the refinery as a commercially sustainable energy hub for Ghana and the wider West African region.
