NPA Ends Discounted Fuel Pricing by OMCs Effective March 16

The National Petroleum Authority (NPA) has directed all Oil Marketing Companies (OMCs) and LPG Marketing Companies (LPGMCs) to halt the practice of offering discounted fuel prices at selected retail outlets, effective March 16, 2026. Under the revised Petroleum Pricing Guidelines, companies must maintain uniform pricing across all their service stations, ensuring that pump prices match those submitted to the regulator.

The directive, contained in a letter to petroleum service providers, forms part of the NPA’s efforts to strengthen compliance with the country’s pricing formula regulations and improve monitoring within the downstream petroleum sector. According to the regulator, the revised framework aims to enhance transparency, ensure adherence to established pricing rules, and support the long-term sustainability of the industry. The Authority also warned that operators will not be permitted to sell products at prices higher than those communicated to the NPA or publicly advertised, adding that sanctions will be imposed on any company that fails to comply.

Industry players say the move could significantly affect operators that have relied on discounted pricing to attract customers. Market leaders such as Star Oil and GOIL have historically used competitive pricing strategies to drive sales and offer relatively lower pump prices to consumers. While some stakeholders believe the directive could help level the playing field by standardising pricing practices across the market, others argue that the policy may limit price competition that has previously benefited consumers.

The NPA has scheduled a meeting with industry stakeholders on March 11, 2026, to clarify concerns ahead of the implementation of the new guidelines. The regulator also indicated that it will intensify market monitoring and begin publishing all ex-pump prices submitted by OMCs starting March 16—a move expected to further improve transparency and regulatory oversight in Ghana’s petroleum downstream sector.
