Ghana Government Plans Takeover of Springfield’s Oil Block to Boost Production

 

The Ghanaian government is considering a state-led acquisition of Springfield Exploration and Production Limited’s (SEP) stake in the West Cape Three Points Block 2 (WCTP2) to address declining petroleum production. This initiative was announced by Richmond Rockson, the spokesperson for the Ministry of Energy, indicating ongoing discussions between the Ghana National Petroleum Corporation (GNPC) and its subsidiary, GNPC Explorco, regarding the potential takeover.

The government’s strategy aims to optimize upstream oil output and mitigate issues causing valuable resources to remain inactive due to commercial and operational challenges. To facilitate this process, the Petroleum Commission and GNPC are in the process of hiring an independent Technical Consultant and Transactional Advisor. Their role will include conducting a comprehensive assessment of the block, auditing past costs, assessing the financial status, and evaluating the fair value of SEP’s stake.

With Ghana’s crude oil production on the decline and amid global energy transition uncertainties, officials stress the urgency of advancing the WCTP2 resource development to unlock economic value and enhance energy security. The government also emphasized its intention to pursue partnerships with experienced deepwater operators to expedite output while reaffirming its commitment to local content and national policy goals aimed at fostering a competitive and resilient oil and gas sector.

It is important to note that the ongoing takeover discussions do not interfere with any existing investigations involving SEP or its affiliates, ensuring that due process and institutional independence are respected throughout. This initiative represents a proactive approach to revitalizing Ghana’s oil production landscape.
