Edmond Kombat Takes Charge as Acting Managing Director of TOR

On April 29, 2025, President John Mahama appointed Edmond B. Kombat as the Acting Managing Director of the Tema Oil Refinery (TOR), following Dr. Yussif Sulemana’s reassignment to the Ministry of Energy and Green Transition.

 This leadership change comes at a pivotal moment as TOR faces significant challenges, including legacy debt and operational inefficiencies. Kombat, previously the Deputy Managing Director, brings extensive expertise in energy strategy, law, and finance, having co-founded the Institute for Energy Security.

His appointment reflects broader efforts to stabilize TOR and enhance its role in Ghana’s energy strategy. Kombat holds a Master of Public Administration from Harvard and was instrumental in attracting substantial investments during his prior roles. He aims to improve operational efficiency and secure new funding sources while addressing the refinery’s aging infrastructure and unreliable crude supply.

With Ghana heavily reliant on imported refined petroleum, Kombat’s leadership is seen as crucial for the country’s energy security. His elevation has garnered support from staff, who view it as a step toward renewed purpose and stability at the refinery.
