PHDC Meets Investor Consortium to Explore Petroleum Hub Partnership

On Monday, July 28, 2025, a global consortium of five firms held a high-level exploratory meeting with the Petroleum Hub Development Corporation (PHDC) to discuss potential collaboration on Ghana’s $60 billion Petroleum Hub Project. The consortium includes IBS Dolphin LTD, serving as the local partner, along with Gharably Integrated Engineering Co. (GIECO), Worldwide Container Services, an international marketing firm, and a global consulting engineering firm specializing in equipment, logistics, and project management.

The meeting was hosted by PHDC’s Deputy Chief Executive Officers, Onasis Rosely and Halimatu Sadia Abdulai. In his welcome remarks, Onasis Rosely, Deputy CEO for Operations and Technical, described the Petroleum Hub as a transformative and achievable project that aligns with Ghana’s broader vision to address Africa’s growing energy demands. He highlighted Ghana’s unique strengths, including its investor-friendly regulatory environment, geographic advantage, and political stability, as compelling reasons for the consortium to consider investment.

Deputy CEO for Finance and Administration, Halimatu Sadia Abdulai, walked the consortium through the critical components of the hub and its expected impact on the energy and petrochemical landscape in Africa. She also engaged the team on their capacity and readiness to deliver on a project of this magnitude.

Speaking on behalf of the consortium, Wagdi Salah, Managing Director of External Projects at GIECO, reaffirmed their strong interest in the project. He outlined GIECO’s experience in executing major infrastructure developments across Egypt, Gabon, and other parts of the continent. Salah emphasized the company’s strategic shift toward West Africa and praised PHDC’s professionalism, information transparency, and organizational efficiency.

The meeting concluded on a positive note, with both sides agreeing to continue engagements in the coming months as they work toward formalizing the consortium’s participation in the project’s construction phase.
