Liberia has taken a major step to modernize its electricity sector with a national Stakeholder Validation Workshop aimed at finalizing reforms for micro-utilities, mini-grids, and electricity tariffs.
The workshop, organized by the Liberia Electricity Regulatory Commission (LERC) with support from the Rural and Renewable Energy Agency (RREA), the Ministry of Mines and Energy (MME), and development partners, focuses on updating the Micro-Utility Licensing Regulations, Mini-Grid Code, and Tariff Regulations to create a transparent, inclusive, and sustainable framework for power generation and distribution, especially in off-grid communities.
LERC Chairman Hon. Claude J. Katta described the reforms as essential for expanding access while strengthening regulatory oversight. Deputy Minister for Energy Charles Umehai highlighted the importance of clear licensing and tariff rules in protecting consumers, supporting investors, and ensuring reliable electricity delivery.
RREA Executive Director Hon. Samuel B. Nagbe, Jr. said the reforms align Liberia with regional initiatives like the Warp and Funnel Project, which aims to accelerate off-grid electrification across Sub-Saharan Africa.
The workshop brings together policymakers, developers, and partners to provide input and ensure the regulations reflect Liberia’s unique energy landscape. Public awareness campaigns will follow to educate stakeholders on the benefits of the new rules.
