
Liberia is set to significantly increase its electricity generation capacity following the signing of a landmark Power Purchase Agreement (PPA) between the Liberia Electricity Corporation (LEC) and Société Générale des Travaux Publics L’Eclair (SGTPL). The agreement was officially signed on Friday, October 10, 2025, at LEC Headquarters in Waterside, Monrovia, marking a major milestone in the country’s energy transformation agenda.
Under the partnership, SGTPL—a respected Independent Power Producer (IPP) known for its expertise in energy infrastructure—will finance, construct, and operate a 40-megawatt (MW) thermal power plant. The facility will be located at the existing LEC site in Point Four, Bushrod Island, and is projected to be completed and operational within seven months.
LEC’s management emphasized that groundwork, including planning, logistics, and site preparation, has already begun to fast-track the project’s implementation. This initiative aims to strengthen power supply reliability, particularly during Liberia’s dry season when hydropower output from the Mt. Coffee Plant typically declines.
In a related development, LEC Managing Director Mr. Mohammed M. Sherif, who is currently in Washington, D.C. for the IMF–World Bank Annual Meetings, is expected to sign another agreement with Release Utilities Africa Holding B.V. for the development of a 23.75MWp solar power plant with a 10MWh battery storage system.
The solar project will be constructed near the LEC Schiefflin Substation along the Roberts International Airport (RIA) corridor and is expected to be completed within 64 weeks. Once operational, it will inject clean, renewable energy into Liberia’s national grid, helping to reduce the nation’s dependence on fossil fuels.
Speaking at the signing ceremony, Mr. Sherif described the partnership as a “major leap forward” toward achieving energy sovereignty and building a resilient, diversified power system to support Liberia’s long-term economic growth. He underscored LEC’s commitment to ensuring reliable, affordable, and sustainable electricity for all Liberians.
Both projects are expected to play a vital role in stabilizing Liberia’s energy supply throughout the year, addressing seasonal power shortages, and meeting rising industrial and household energy demand.
LEC extended its gratitude to all stakeholders and reaffirmed its dedication to transparency, efficiency, and sustainable national development. Together, these initiatives mark a pivotal step toward securing a brighter and more energy-secure future for Liberia.
