
QatarEnergy has signed a memorandum of understanding with TotalEnergies, ConocoPhillips, and the Syrian Petroleum Company to jointly explore offshore oil and gas opportunities in the Syrian Arab Republic.
The agreement focuses on conducting a technical assessment of Block 3, an offshore exploration area located within Syria’s territorial waters, while also creating a framework for future technical and commercial negotiations among the partners.
The memorandum was signed at the headquarters of QatarEnergy on Tuesday, May 12, 2026, in the presence of Qatar’s Minister of State for Energy Affairs and President and Chief Executive Officer of QatarEnergy, H.E. Saad Sherida Al-Kaabi.
Senior executives from QatarEnergy, TotalEnergies, ConocoPhillips, and the Syrian Petroleum Company also attended the signing ceremony.
Commenting on the agreement, H.E. Al-Kaabi said the partnership aligns with QatarEnergy’s broader international expansion strategy and its efforts to pursue upstream oil and gas opportunities both within the region and globally.
He further stated that QatarEnergy is pleased to collaborate with the Syrian Petroleum Company to evaluate opportunities that could contribute to economic growth and development in Syria.According to him, the company looks forward to working closely with TotalEnergies, ConocoPhillips, and other stakeholders to assess the project’s commercial potential.
Block 3 is situated within the Levantine Basin in the eastern Mediterranean, offshore the Syrian city of Latakia, with water depths ranging from 100 to 1,700 metres.
