Nigeria: NERC, State Regulators Inaugurate FONER To Strengthen Power Sector Oversight

Nigerian Electricity Regulatory Commission (NERC) has inaugurated a new forum aimed at improving coordination and strengthening regulatory oversight across Nigeria’s electricity sector.

Speaking at the first quarter 2026 regulatory meeting with State Electricity Regulators (SERs) in Lagos, NERC Chairman Dr. Musiliu Oseni described the initiative as a key milestone in Nigeria’s transition toward a multi-level electricity market.

During the inauguration of the Forum of Nigerian Electricity Regulators (FONER), Dr. Oseni stressed the importance of collaboration among regulators to prevent loopholes and inconsistencies in enforcement across the sector.

He warned against regulatory arbitrage by operators and urged stakeholders to discharge their responsibilities with a strong sense of duty, formally declaring FONER established under Section 230(9) of the Electricity Act 2023.

FONER is expected to enhance cooperation between NERC and state regulators, promote harmonised approaches to tariff setting, market operations, and consumer protection, and support capacity building through peer learning.

The forum will also serve as a consultative platform for electricity market reforms while advancing transparency, accountability, and national regulatory standards.

Dr. Oseni will serve as Chairman of the forum, with Engr. Chijioke Okonkwo of the Enugu State Electricity Regulatory Commission (ESERC) as Vice Chairman, and Aisha Mahmud, NERC Commissioner for Stakeholder Management, as Secretary.

The quarterly regulatory meeting continues to provide a platform for dialogue between NERC and state regulators, aimed at improving coordination and expanding access to reliable electricity for consumers across Nigeria.
