Europe Targets Cheaper, Cleaner Energy 

The European Commission has launched public consultations on two flagship energy initiatives — the EU Electrification Action Plan and the EU Heating and Cooling Strategy. Citizens and stakeholders have until 20 November 2025 to give their input, which will shape final proposals due early next year. 

The Electrification Plan seeks to accelerate Europe’s clean energy shift by lowering electricity costs relative to fossil fuels, reforming tariffs, and strengthening grid reliability with digital tools, storage, and market incentives. The EU is targeting electricity to make up a third of total energy use by 2030, up from just 23 percent in 2023. Meanwhile, the Heating and Cooling Strategy aims to cut Europe’s reliance on imported fossil fuels, a sector that makes up half of the bloc’s energy demand,  with gas still providing 70 percent of the supply.
