Energy Minister Announces Overhaul of Petroleum Downstream Laws at Industry Dialogue

At the maiden Downstream Dialogue 2025 hosted by the Chamber of Oil Marketing Companies (COMAC) in Accra, Energy and Green Transition Minister, Hon. John Abdulai Jinapor, announced the government’s intention to introduce a new legal framework to regulate Ghana’s petroleum downstream sector.

The proposed legislation will address core areas such as refinery operations, pricing, distribution, and marketing, with the aim of enhancing transparency and operational efficiency across the value chain.

Delivering the keynote address at the event, the Minister also disclosed that a broad review of the downstream sector is underway. This review seeks to tackle long-standing structural inefficiencies, regulatory loopholes, and fiscal constraints that have contributed to high fuel prices and supply instability.

He underscored the urgent need for reforms that ensure a more affordable and stable fuel supply while supporting national economic growth amid increasing energy demand.

Highlighting the sector’s pivotal role in Ghana’s development since 2000, the Minister noted a significant surge in petroleum consumption, stressing the importance of building a resilient regulatory and operational framework.

He assured stakeholders of the government’s commitment to consult widely, including with COMAC, to improve governance and service delivery across the entire petroleum downstream ecosystem.
