Ghana has initiated the development of a Petroleum Downstream Infrastructure Master Plan to provide a long-term framework for strengthening and modernising the country’s downstream petroleum sector.
The Minister for Energy and Green Transition, Hon. Dr. John Abdulai Jinapor, has inaugurated a 10-member steering committee to oversee the preparation of the plan.
The committee comprises representatives from the Ministry of Energy and Green Transition, Tema Oil Refinery, Petroleum Hub Development Corporation, the National Petroleum Authority, BOSTenergies, the Chamber of Bulk Oil Distributors, the Chamber of Oil Marketing Companies and Ghana National Gas Company.
Chaired by Deputy Energy and Green Transition Minister, Hon. Richard Gyan-Mensah, the committee has been given between six and 12 months to complete its work and submit its report.
According to Hon. Dr. Jinapor, the master plan will help address existing infrastructure challenges, improve the use and efficiency of petroleum assets, enhance downstream logistics and provide a clearer framework for investment in the sector.
He said the government aims to develop a practical roadmap that aligns with Ghana’s future energy needs while supporting economic growth and strengthening energy security.
Hon. Dr. Jinapor expressed confidence that the committee’s work would help shape policy, guide investment decisions and support the transformation of Ghana’s downstream petroleum industry.
