Energy Ministry to Launch Portal for Public Access to Power Agreements

The Ministry of Energy and Green Transition is preparing to launch an online portal to publish all Power Purchase Agreements (PPAs), marking a significant shift toward transparency in the energy sector.

Energy Minister Hon. John Abdulai Jinapor said the initiative will allow the public to freely access and download contracts, addressing long-standing concerns over secrecy in power deals.

The announcement was made on Wednesday, March 18, during a visit by the Open Government Partnership Caucus, as part of parliamentary oversight tied to the country’s transparency commitments.

Hon. Jinapor stressed that the move forms part of broader reforms aimed at restoring public trust and ensuring accountability in how energy resources are managed.

Leading the delegation, Alexander Akwasi Acquah, Vice Chair of the Caucus, underscored the need for stronger disclosure mechanisms within the power sector.

He revealed ongoing proposals to expand the mandate of the Public Utilities Regulatory Commission to include publishing PPAs as part of its oversight role.

The minister noted that while agreements are already submitted to Parliament, new regulatory steps—including a Legislative Instrument governing procurement—signal a tighter governance framework.

Analysts say digitising access to PPAs could help curb inefficiencies and reduce high costs linked to opaque contracting practices.

Past controversies, such as the 2017 termination of a deal with the Ghana Power Generating Company and subsequent arbitration involving Trafigura, have intensified calls for openness.

Authorities say the new portal will institutionalise transparency, minimise contractual risks, and ensure future energy deals deliver better value for citizens.
