
Libya is making a major move to revitalize its oil and gas sector, launching its first international licensing round in over 15 years. The country aims to boost crude production to 2 million barrels per day and gas production to 4 billion cubic feet per day.
Speaking at the Libya Energy & Economic Summit 2025, Libya’s Minister of Oil and Gas, Dr. Khalifa Abdulsadek, confirmed that the Ministry has already seen strong interest from foreign operators. The government is currently in negotiations with International Oil Companies, seeking new exploration and production agreements to strengthen foreign investment across the energy value chain.
The discussions with IOCs cover a range of opportunities, including the re-development of oil fields, new field development, marginal field projects, renewable energy investments, and even unconventional oil and gas exploration.
