COMAC Downstream Dialogue: Industry Experts Set to Convene for Day 1

The downstream petroleum sector remains a crucial pillar of Ghana’s economy, impacting energy security, industrial productivity, revenue generation, and job creation. As the bridge between crude oil imports, refining, distribution, and retail, the sector influences not only fuel pricing but also transportation costs, manufacturing competitiveness, and national energy resilience. Given the global shifts in energy markets, evolving regulatory landscapes, and the urgent need for efficiency and sustainability, Ghana’s downstream industry must continuously adapt to remain competitive and growth-oriented.

Recognising this, the Chamber of Oil Marketing Companies (COMAC) is set to host the highly anticipated Downstream Dialogue 2025, a premier industry-focused event aimed at tackling pressing challenges and exploring emerging opportunities within the sector.

Scheduled to take place at the Fiesta Royale Hotel in Accra on February 18-19, 2025, the two-day event will bring together leading stakeholders, including Oil Marketing Companies (OMCs), policymakers, regulators, and industry experts. The discussions will center on strengthening policy frameworks, enhancing local content participation, and navigating the evolving energy landscape to ensure sustainable growth and development. With Hon. Dr. John Jinapor, Minister of Energy and Green Transition, as the Special Guest of Honour and a keynote address from the CEO of the National Petroleum Authority (NPA), the event promises to set the agenda for Ghana’s downstream energy future.

Day 1 of the Downstream Dialogue 2025 will feature a powerhouse lineup of experts engaging in critical discussions that will shape the future of Ghana’s downstream sector. Three high-impact panel discussions will take centre stage, covering policy development and regulatory reforms, local content promotion, and the energy transition roadmap.

Panel 1: Policy Development and Regulatory Reforms – Enhancing Efficiency and Growth in the Downstream Petroleum Sector

The first panel discussion will delve into the policy landscape and regulatory frameworks guiding Ghana’s downstream petroleum industry. With efficiency and market growth at the forefront, this session will examine how regulatory reforms can create a more transparent, competitive, and resilient sector.

Moderated by Dr. Riverson Oppong, CEO of COMAC, the discussion will feature insights from top executives, including Gabriel Kumi, CEO of Trinity Oil Co. Ltd.; Philip Tieku, CEO of Star Oil Co. Ltd.; Dr. Patrick Ofori, CEO of CBOD; Benjamin Boakye, Executive Director of ACEP; Abass Tasunti, Director of Economic Regulation & Planning at NPA; and Afetsi Awoonor, CEO of BEST. These industry leaders will analyse the impact of government policies, fuel pricing mechanisms, and regulatory adjustments aimed at fostering market stability and improving efficiency across the supply chain.

Panel 2: Promoting Local Content and Participation in the Downstream Petroleum sector – Opportunities, Challenges, and Key Actions for Sustainable Growth

The second panel will spotlight local content development and participation in the downstream sector, a key priority for ensuring long-term industry sustainability and economic inclusion. This discussion will explore the challenges of increasing local participation, investment opportunities, and strategies for maximising Ghanaian involvement in the sector’s value chain.

Moderated by Kodzo Yaotse, Policy Lead for Petroleum and Conventional Energy at ACEP, the panel will feature distinguished speakers, including Michael Bozumbil, Managing Director of PETROSOL Platinum Energy Ltd.; Nana Amoasi (VII), CEO of IES; Dr. Sheila Addo, Director of Policy Coordination at NPA; Festus Amoyaw, Managing Director of Xpress Gas Ltd.; Ellen Sarfo Kantanka, Chief Legal & External Affairs Manager at TotalEnergies Ghana; and Amentor Sam Aziakar, Managing Director of Go Energy Company Ltd.

Panellists will provide key insights into the role of government and private sector collaboration, financing mechanisms for indigenous businesses, and strategies to drive local capacity-building initiatives. The discussion will also examine policy interventions that can foster homegrown solutions while attracting foreign investment to accelerate industry development.

Panel 3: Navigating the Energy Transition in the Downstream Petroleum sector – Challenges, Opportunities, and the Roadmap to Sustainability

As the global energy landscape undergoes rapid transformation, Ghana’s downstream sector must adapt to new realities shaped by climate policies, renewable energy integration, and technological advancements. The third panel will focus on how the sector can align with global energy transition goals while maintaining economic viability and energy security.

Moderated by Kayla C. Geraldo, Head of Administration and Entrepreneurship at BIDEC, Africa, the discussion will feature leading experts, including Dr. Joseph Wilson, Director of Research Monitoring & Evaluation at NPA; Brent Nartey, CEO of Engen Ghana Ltd.; Lesley Arthur, CEO of Cubica Energy; Kwaku Osei-Sarpong, CEO of RIFE Energy Ghana; Valerie Labi, Co-Founder and CEO of Wahu Mobility Ltd.; and Dr. Yussif Sulemana, an international petroleum expert and energy strategist.

This session will explore the integration of cleaner fuel technologies, the role of natural gas as a transition fuel, and the impact of carbon reduction policies on downstream operations.
