
Russia has set a new emissions target, requiring greenhouse gas output to fall to 65–67 percent of 1990 levels by 2035, factoring in the carbon absorption of its forests. This would cap emissions at 2 to 2.1 gigatonnes of CO₂ equivalent — about 22 percent higher than levels recorded in 2021.
The new goal updates Russia’s previous commitment under its Paris Agreement pledge, which aimed for 70 percent of 1990 levels by 2030 and net-zero by 2060. Current estimates put the country’s emissions at around 14 percent below 1990 levels.
